Headwaters to Floodplains: Where Stream Restoration Meets Infrastructure and Emergency Management

The intersections of natural stream channels and infrastructure are increasingly visible in our community settings from headwater regions to the shorelines. With storm variability and aging infrastructure, the role of stream restoration in improving our ability to manage natural resources and design infrastructure with less risk is becoming more important and critical. This presentation will explore multiple high energy environments where detailed assessment analysis of river and stream systems plays a critical role in protecting resources, infrastructure, and communities. Selected case studies in headwater regions include steep cascade design and regenerative approaches while downstream project reaches highlight 2D hydraulic modelling to identify hazards for emergency action planning. 

This presentation will cover challenging topics such as the transmission and distribution of energy in sensitive areas and the relationship of dam safety, breach analysis and stream restoration. Learning objectives include a general understanding of steep head cut repair, regenerative design/quantification in the Chesapeake Bay watershed, floodplain management and linear infrastructure in the riparian corridor and the role of stream restoration in a water resource engineering environment with renewed focus on emergency management and robust infrastructure.

About Scott C. Blossom PE, CFM, LEED AP
Scott C. Blossom P.E. (Project Manager), who has lived and worked in Virginia for the past 22 years, is a Certified Floodplain Manager and LEED Accredited Professional in addition to being certified as a professional civil engineer in Virginia (and 5 other States). He is a design engineer of record on multiple similar civil, floodplain, stream, dam, and stormwater engineering projects throughout the Mid-Atlantic and has managed projects/contracts successfully for a variety of private, Municipal, State, and Federal clients. Throughout his career Scott has assessed, designed, and oversaw engineering and construction activities on stormwater BMP, stream, and wetland restoration projects, working and integrating as a component of high-performance teams.  Scott C. Blossom P.E. has 4 levels of Rosgen training and is an active member of the American Society of Civil Engineers (ASCE) and a sustaining member of the Society of American Military Engineers (SAME).
