Barbara Doll, NC State University, Raleigh, NC
Barbara Doll works with the Biological & Agricultural Engineering Department (BAE) at North Carolina State University and North Carolina Sea Grant. She joined NC Sea Grant in 1992 as a Water Quality Specialist. NC Sea Grant is a federal/state program dedicated to promoting the wise use of coastal resources.
Dr. Doll teaches courses in the BAE Department, conducts research, and leads outreach and education programs focused on repairing degraded stream systems, reducing the impacts of nonpoint source pollution, and evaluating the effectiveness of restoration practices. She has implemented numerous stream restoration demonstration projects throughout the Piedmont and Coastal Plain regions of North Carolina and led a multi-million-dollar, three-phase effort to restore Rocky Branch, a stream that flows through the NC State campus and into the Neuse River watershed.
She completed her doctorate in 2013, with dissertation research focused on the comprehensive evaluation of stream restoration performance. Dr. Doll has authored numerous publications on stream restoration and stormwater management, including Stream Restoration: A Natural Channel Design Handbook and Stormwater Runoff Best Management Practices for Marinas: A Guide for Operators. Her work has been published in the Journal of the American Water Resources Association, Journal of Shellfish Research, and Water Environment and Technology.
Prior to joining NC Sea Grant, Dr. Doll worked as a staff engineer for Soil and Material Engineers in Raleigh, North Carolina, and as a research assistant in the Civil Engineering Department at NC State University.

David Brown, PG, Jennings Environmental, LLC, Asheville, NC
David Brown graduated from Clemson University with a bachelor’s degree in Geology and is a professional geologist with 40 years of experience in environmental consulting, restoration, and regulation. His career spans a wide range of experience in the environmental field working with state and federal agencies and private entities in 32 states. This experience includes both management and technical performance on environmental studies and projects completed under federal and state regulatory agency programs. During his career he has gathered a good knowledge of groundwater and surface water production, restoration, and protection. He joined Jennings Environmental in 2022 following previous employment as a consulting geologist (1986-2008) and environmental regulator (2009-2021) with the US Army Corps of Engineers in Asheville, NC. David considers himself a sojourner in the field of geology and environmental restoration…a jack of lot and expert of some, maybe.

Tami Norton, PE, PG, CFM, PMP, ENV SP, is a water resources engineer and fluvial geomorphologist with more than 28 years of professional experience. Since joining EPR in 2016, she has provided leadership on projects involving natural and engineered channel design, nature-based solutions, hydrologic and hydraulic modeling, floodplain analysis, and watershed master planning.
At EPR, Ms. Norton contributes to the continued growth of the firm’s water resources practice, supports staff development through mentoring, and serves in key project management and lead design roles across a diverse portfolio of water resources initiatives.

Dave Rosgen, Wildland Hydrology, Fort Collins, CO
Dave is a Professional Hydrologist and Geomorphologist with field experience in river work spanning 49 years, 20 of which were with the U.S. Forest Service. Dave has designed and implemented over 70 large-scale river restoration projects. Dave developed a stream classification system, the BANCS streambank erosion model, the FLOWSED/POWERSED sediment transport models, the WARSSS methodology for cumulative watershed assessment, and a geomorphologic approach to Natural Channel Design restoration methodology. Dave utilizes his extensive experience to conduct short courses in watershed management, river morphology, restoration, and wildland hydrology applications. Dave is also the author of Applied River Morphology and Watershed Assessment of River Stability and Sediment Supply (WARSSS) and over 70 reports and articles in research journals, symposia, and federal agency manuals. Dave and his projects have been featured in Time, Science, 5280, National Geographic, The Denver Post, and The New York Times.
About Brandon Rosgen
Brandon graduated from Colorado State University in Watershed Science and has extensive experience in measuring and analyzing streambank erosion, channel stability, and sediment transport in addition to operating construction equipment for river restoration. Brandon has participated in the watershed assessment, design, implementation, and field supervision of numerous large-scale restoration projects, including the Upper Laramie River, Nunn Creek, Ohio Creek, Blue River near Kremmling, Three Forks Ranch, Trail Creek (Hayman Fire), and Waldo Canyon Fire restorations in Colorado and the Heart Rock Ranch restoration in Idaho. Brandon is the instructor for the Basic Survey Skills course and is an assistant for many of the short courses (Levels I-4).
Meykayle Houghton
Cumberland River Compact, Nashville, TN
Mekayle Houghton, Executive Director since 2014 and with Cumberland River Compact since 2005. Mekayle led the organization to develop multiple significant programs including a compensatory stream mitigation In Lieu Fee program. She serves on the River Network board of Directors, the Ohio River Basin Alliance Steering Committee, and numerous state and local advisory boards including TN H2O, the state's water planning initiative, and Nashville’s Sustainability Advisory Committee. Under her leadership, the Cumberland River Compact’s staff has grown to 30 and the budget has grown 10-fold. Mekayle holds a Bachelor's and Master's degree from the University of Chicago.
About Ben Brown
Ben Brown is a Team Lead with the Tennessee Department of Transportation’s (TDOT) Environmental Mitigation Office, where he leads the development and implementation of compensatory stream and wetland mitigation required for roadway construction. He has over a decade of experience in Clean Water Act permitting and specializes in compensatory mitigation, mitigation banking, and in-lieu fee program coordination. At TDOT, Ben oversees mitigation project planning, post-construction monitoring, credit purchases, and coordination with regulatory agencies. His background includes technical expertise in environmental regulations, wetland delineation, and jurisdictional stream determinations. He holds Bachelor’s and Master’s degrees in wildlife and fisheries science from Tennessee Technological University and Auburn University.

About Jeff Willoughby
Jeff has a Bachelor of Science degree in Forestry, Wildlife and Fisheries Science from the University of Tennessee Knoxville’s School of Natural Resources and a Master of Science degree in Biology from Middle Tennessee State University. He has worked for the City of Franklin, TN Engineering Department for the past 16 years. He lives in Culleoka, TN with his wife Amy and two cats: Kitticus Maximus Delfonte III and Birdie, who is a perma-kitten with only one eye and missing half of her teeth, but is the happiest cat on earth.
